Additionally, as members of the Milwaukee Homeownership Consortium, each one will be working towards endorsing and adopting the National Industry Standards for Homeownership Education and Counseling (NIHEC). Community First, Inc. is a community based non-profit organization primarily responsible for administering the City of Milwaukee Neighborhood Improvement Program (NIP), a housing rehabilitation loan program for low income homeowners that uses Federal Community Development Block Grant and HOME funds. Under NIP, owner occupants of houses in targeted neighborhoods have access to forgivable loans, averaging $25,000, to complete substantial home repairs. Qualified applicants are low and moderate income households – as defined by income limits determined by U.S. HUD - who have lived in their home a minimum of five years. Hmong/American Friendship Association (HAFA) provides counseling and education on home buying and renting, including loan
application assistance and referral services. They also provide credit repair counseling and landlord and tenant workshops.

Milwaukee Habitat for Humanity is a nonprofit organization that partners with low and moderate income families to build new, single family homes in the City of Milwaukee. Once families complete an application process and are income-qualified, they work alongside volunteers to put 300 hours of “sweat equity” or volunteer labor into building their home. Homes are sold to Partner Families with a twenty-five year, zero-percent interest mortgage. Monthly mortgage payments range from $500 to $600 - less than most families pay in rent.
